SUITABILITY ANALYSIS OF SPACE IN PRIMORSKA REGION FOR WIND FARMS - ATTRACTIVENESS AND VULNERABILITY OF THE SPACE

In Europe, as well as in the rest of the world, exploitation of wind power for electricity generation is more and more important. Modern technologies enable this renewable source of energy to develop very fast.

In Slovenia, Elektro Primorska, d.d., a distribution company, assisted by the Government of the Republic of Slovenia, took the first important step in the field of wind power exploitation with a project Implementation of wind farms.
Implementation of wind farms is a multi-disciplinary project, demanding close collaboration of different governmental institutions, investment companies and experts in many different disciplines. In the current phase of the project, the most important activity in addition to measurement of wind speed is that of locating electricity facilities in the space.

Locating of electricity facilities in the space shall comply with sector-specific instruments that regulate the following: electricity facilities, town and country planning, environmental protection, urban planning, construction land and construction of facilities. Provisions of the Urban planning and other forms of land use act shall also be observed.

Other acts and provisions to be observed when locating electricity facilities in the space:
  • Application of spatial components of the medium-term social plans for the 1986-1990 period was extended by the Spatial planning act when the social planning system was abandoned; they shall apply until new spatial planning regulation is adopted.
  • In addition to energetics guidelines, obligatory for municipalities in preparation of spatial plans, the National spatial plan also includes a refinery, liquid and gaseous fuels terminals and a conduit in its maps; nevertheless, these are not obligatory for municipalities.
  • The Urban planning and other forms of land use act provides that when accepting a spatial plan, municipalities shall also accept a schedule for preparation of implementing spatial regulation.
  • The aforementioned act also provides a special procedure for locating of motorways and other infrastructure of national importance.
  • The Construction land act restricts transactions with the not yet used construction land that has been envisaged for public infrastructure by the implementing spatial plan.
When examining variants for development of renewable energy sources and exploitation of wind power, the following shall also be considered:
  • analyses of energy consumption by regions and possibilities for satisfying of such consumption;
  • planning procedures that shall engage all subjects involved in energy consumption and supply, provided institutional and organisational conditions are fulfilled; and
  • legislation that enables application of energy-related, technologic, economic and ecological measures, as well as application of measures that ensure effective use of energy and space.
In its White Paper Energy for the future: Renewable sources of energy, the Commission puts forward its views as regards the energy policy objectives in the Union. One of these is to increase the contribution of renewable energy sources to the gross energy consumption from the present six per cent to at least twelve per cent by 2010. Exploitation of renewable energy sources could be an important instrument for attaining the following:
  • environment: CO2 emission reduction needed to combat climate change;
  • social environment: creating jobs and regional development
  • national economy: fossil fuel import reduction and improvement in the trade balance;
  • European industry: improved export opportunities;
  • energy: security of energy supply.
Directive 96/92/EC of the European Parliament explicitly allows that the member states may require distribution system operators and supply companies to give priority to renewable energy sources.

The Energy act of the Republic of Slovenia (Official Gazette of the RS, No. 79/99) also provides that the energy policy shall, through appropriate measures, give priority to the use of renewable types of energy and to energy resources that pollute the environment less. The energy policy shall be focused on eliminating the consequences of pollution and replacing environmentally less favourable technologies of using energy resources which, by creating products of combustion, accelerate the greenhouse effect (CO2) and generate nitric oxide (NOX) into the atmosphere. In short, the national energy policy shall enhance the use of renewable energy sources.

In accordance with Article 19 of the Energy act, the Government of the Republic of Slovenia may determine the minimum consumption for different energy types that the users shall satisfy from renewable energy sources or waste directly, by market purchases or by increasing the share of renewable energy sources with other energy users.
