BUSINESS OPPORTUNITIES FOR OIL COMPANIES IN THE PROCESS OF OPENING OF THE SLOVENE ENERGY MARKET

In the field of energy, Slovenia is about to reach a historic turning point. For several years now, Slovenia has been preparing for EU membership and completing legislative approximation. By adopting the Energy act in September 1999 (Official Gazette of the RS, No. 79/99), a significant step forward was made. Through this act, Slovenia implemented the EU directives regulating the internal energy market. However, the first concrete changes were only made in April 2001, when Slovenia opened its electricity market for eligible customers with installed capacities exceeding 41 kW. On 01 January 2002, i.e. one year before the deadline set by the EU, Slovenia will open its electricity market also to the energy produced abroad.

Slovenia has first liberalised the electricity market and has been preparing to liberalise the gas market as from 01 January 2003.

Slovenia should create market conditions, comparable to those on international energy markets, for both producers and distributors, but above all for customers. However, one must bear in mind that market liberalisation is a process in which changes should be introduced step by step. Moreover, additional activities are still required, among these also adoption of secondary legislation. One of the first secondary legislative measures adopted was the Regulation on granting of licences for the performance of energy-related activities.

OOpening of the Slovene energy market represents also a great opportunity for those energy companies that wish to add electricity to their existing range of products; especially oil companies that have been trading only with oil products can now apply their experience in the field of electricity trading. But, in accordance with the Energy act, providers of energy-related activities are obliged to prepare development plans by activities and harmonise these documents with the National energy programme and spatial plans. In fact, in order to harmonise all activities in the field of energy, all companies pursuing any of the activities dealt with by the Energy act or intending to do so shall adapt their development plans and long-term plans to the National energy programme by 2020.
