BENCHMARKING ANALYSIS FOR HEAT GENERATION AND DISTRIBUTION UTILITIES WITHIN THE SLOVENE DISTRICT HEATING SYSTEM |

Within the Slovene district heating system,
utilities generate and/or distribute heat under quite different business conditions.
The reason for this lies in their different technical and economic background, resulting
from different development concepts of Slovene towns as for district heating.
In order to examine the business conditions within the Slovene district heating system,
utilities-members of the Technical support group for district heating within the Energy association
of the Chamber of commerce and industry decided to perform a Benchmarking analysis for heat
generation and distribution utilities within the Slovene district heating system.
They calculated sector-specific ratios for individual utilities and for the whole sector
and compared them with similar foreign utilities.

The aforementioned Energy association co-ordinated the works while the
analysis was performed by IREET (Energetics, ecology and technology research institute).
In the first half of 2000, they completed the project Methodology for determining and
monitoring heat prices within district heating systems. On this basis, the Regulation
on pricing for steam and hot water distributors within the Slovene district heating
system was prepared and later (on 27 May 2000) published in the Official Gazette of
the RS, No. 45/2000. The paper includes a lot of data about the Slovene district
heating system that can be used by the utilities also to acquire or renew the
ISO 9001 standard.
Objectives of the analysis: |

- gathering of data to build an up-to-date database containing technical and financial data about district heating;
- preparing a database containing technical and financial data about district heating to be updated annually;
- performing a Benchmarking analysis for heat generation and distribution utilities within the Slovene district heating system;
- gathering of data for regular reporting to the international association Euroheat&Power
The main purpose of the analysis was to inform the managers of the utilities generating or distributing
district heat about the average business conditions within the Slovene district heating system and in
similar foreign utilities and to stimulate them to use the published data in analysis of their own. Moreover,
by examining a five-year time series of sector-specific ratios, the analysis also revealed trends for
individual utilities as well as for the whole sector.
The analysis had two objectives, namely: |

- to cover the whole sector of district heating in Slovenia;
- to show technical and financial ratios for all Slovene utilities generating or distributing district heat.
The analysis had the following goals: |

- to prepare questionnaires for Slovene utilities generating or distributing district heat;
- to gather the necessary data;
- to analyse the data;
- to compare the data;
- to obtain data from certain European countries and compare them with relevant Slovene data.
