COMPARISON OF INVESTMENTS AND OPERATING EXPENSES OF TRANSMISSION NETWORKS IN SLOVENIA WITH CERTAIN EUROPEAN COUNTRIES

More and more are utilities within the energy sector subject of control from the part of different governmental institutions and their owners, as well as banks, investment funds and different international organisations. Therefore, it is very important that they themselves develop complex tools for control and comparison with similar foreign utilities. Comparison with foreign utilities should also result in optimisation of operations within Slovene utilities in accordance with the general economic and energy policy of Slovenia.
In accordance with the Energy act (Official gazette of the RS, No. 79/99), transmission utility was divided into transmission system management, electric power transmission and market operator, depending on their role. The same act also provides that transmission of electricity shall be a public service. Further, electric power transmission shall be responsible for maintenance and development of transmission grid. Electric power transmission shall finance their public service with payments they receive for the transmission of electricity; the price for transmission is included in the price for use of the transmission grid and charged to users by the transmission system operator. The price for transmission of electricity is decided by both the electric power transmission and the transmission system operator in an internal act with the consent of the Energy agency. An internal act of the Energy agency also defines the price, mode of charging and payment for transmission of electricity.

The purpose of this project was to compare investments and operating expenses of Slovene transmission network with transmission networks in certain European countries where the energy market is well established and in certain transitional countries.
