- DEVELOPMENT TASKS OF TRANSMISSION NETWORK IN THE OPENED ELECTRICITY MARKET

The article analyses the situation as well as development tasks as regards
the Slovene transmission network before and after the electricity market opening. The study
of the Slovene transmission network should provide all present and future players in the
energy market with technical, economic and reliability parameters of the Slovene system.
A comparison has been made with similar studies of UK and USA systems.

- PROBLEMS OF ELECTRICITY PRICES FOR TARIFF CUSTOMERS

The Energy act is an important step towards liberalisation of energy market in Slovenia.
This act introduced market mechanisms into the energy sector for which natural monopolies
are otherwise characteristic due to dependence from networks. This means that the act
shall assure a safe and reliable power supply governed by market rules. It shall also
ensure non-discriminatory and transparent competition in the energy market. This article
analyses the structure of consumption in Slovenia, problems of electricity prices in
different EU countries and proposes some guidelines for the preparation of new tariff
items. The article focuses on electricity pricing for tariff customers in different EU
countries, considering also production, energy market opening timetable, access to
transmission and distribution network and problems of cross-subsidies between customers.

- PROBLEMS OF PRESENTING ELECTRICITY PRICES

The large number of customers makes dealing with individual customers very difficult
and not transparent. Therefore an attempt has been made to define representative electric
energy prices for the so-called representative customers. The article shows methodologies
for presenting electricity prices used by EU countries in their analytic calculations.
Advantages and disadvantages of each methodology are also discussed.

- TRANSMISSION NETWORK DEVELOPMENT PLANNING - EXPERT GROUNDWORK

The article discusses different tasks connected with the transmission network
development and draft programme for the Slovene transmission network development,
which is, according to Article 18 of the Energy act (Official gazette of the RS,
No. 79-3757/1999), obligatory for utilities engaging in transmission and
distribution of electricity and gas. Their network development plans shall
be prepared for a minimum of ten years and harmonised with the National
energy programme. The providers of energy and fuel generation or processing
activities, and suppliers of petroleum derivatives shall also produce a
development plan for a minimum of 10 years.

- BENCHMARKING ANALYSIS FOR HEAT GENERATION AND DISTRIBUTION UTILITIES WITHIN THE SLOVENE DISTRICT HEATING SYSTEM

Within the Slovene district heating system, utilities generate and/or distribute thermal energy under
quite different business conditions. The reason for this lies in their different technical and economic
background, resulting from different development concepts of Slovene towns as for district heating. The
benchmarking analysis classified the utilities according to the ex-ante defined technical and economic criteria.

- METHODOLOGY FOR DETERMINING AND MONITORING HEAT PRICES WITHIN DISTRICT HEATING SYSTEMS

Considering that Slovenia will join the European Union and considering also the Slovene
Energy act provisions, is would make sense to implement also the European philosophy regarding energy
pricing and abolish the old system where prices are determined by the Government. This holds also for
determining and changing of heat prices within the district heating system; prices are one of the most
important elements that influence all operations as well as development of the district heating system.
Chamber of commerce and industry of Slovenia initiated the study Methodology for determining and
monitoring heat prices within district heating systems. Consequently, all producers and/or
distributors of heat now use a uniform methodology. The methodology was prepared on the basis
of similar methodologies in certain European cities, taking account also of Slovene specifics.

- DETERMINING NATURAL GAS PRICES WITHIN THE TRANSMISSION SYSTEM

Natural gas consumption in Slovenia is approximately 1,000 million m3 per year, contributing twelve
per cent to the total energy consumption. Based on long-term energy balance, it is expected that natural
gas consumption will increase by 35 % by 2005 and by 60 % by 2010. Thus, the share of natural gas in the
total energy consumption will reach 20 % by 2010. However, the increase of natural gas consumption will
depend among other factors also on the future price of gas and its interfuel competition. The article
elaborates basic principles of natural gas price determination.
